Access Package Servers w/Proxy

I have a board setup that works wonderfully except for I cannot get the Admin Center to connect to any package servers.  The webserver I have the board on is behind a firewall/proxy, and I believe that is why I am getting the following error:

2: php_hostconnect: connect failed
(c:\inetpub\wwwroot\yabbse\Sources\PackageGet.php ln 131)

How would I go about specifying my proxy server settings?

I would guess it just connects over http but am not sure.

The server I have YaBBSE setup on is running Windows 2000 Server.  I have all the TCP/IP settings setup properly, and the Proxy settings through Windows (ie Internet Explorer) are set up so that I can access outside web sites.
