I noticed that when a user uses certain marks on my board the marks are displayed as ” … ” etc. Why is this?

this are entities for symbols and creek letters!

… is … and produce ...
” is ” and produce "

so your code ”…” is "..."

most browsers support HTML 2.0's ", &, <, and > very good, but the support for creek and mathematical entities (character entity references and decimal character references) are still poor!

Hmm, at the moment the ISO is <meta http-equiv="Content-Type" content="text/html; charset=ISO-8859-1"> which is also used on my website. Should I change this to something else?

why changing the iso for displaying "..." ???
if you need iso for creek and mathematical BS i help you, but change the iso only for the people what only copy and paste and not are able to edit her post after a preview... hm!
