Very Easy Color Question

My forum has a logo header, and I want the background of this entire top area to be white. However, when I do that, it makes all of the light-blue border lines throughout the page white as well. Is there any way to make the top header white while retaining the light-blue color on the border lines?

I tried editing a few things and just screwed the whole thing up. The area around the board is supposed to be all white, and now it is blue for some reason. Screenshot:
