stop members posting in announcements ?

my members can post in the announcements forum even after i have set it as an announcements forum...  how do i go about stoping this please ?

In announcement boards, they can only reply.  If you need a way around this, post your announcement and then lock the thread.

ok i found a problem... when i check "make announcements board" and hit modify... when i return the the checkbox becomes unchecked again... i think it is a file permission setting somewhere ....
