Does anybody run an anonymous forum e.g. a Fun Forum where people can sign in as "George Bush" and use his avatar?

I would appreciate some advice on two issues:

1)  guests still need to supply email - how to get rid of that?

2) how can guest use avatars without setting up any kind of account? That one is especially annoying since there is an option "allow guests to use avatars" yet it doesn't seem to be effective....
