visible restricted boards?

Basically Im wondering if its possible to make boards that are restricted shown instead of hidden. So the user can see the restricted board but when clicked on tells them they don't have access to this board. This would be useful to remind members of areas they should be working to gain access to encourage participation.

If this is already being worked on/done I apologize. I didnt find any references in a search so I'm posing the question here.
