a server with php and mysql db! and not the oldest version of them!

exactly you need at least:

PHP 4.0.4 or better
mySQL 3.22 or better
5Mb of webspace for a medium size board (Including database and 1.3Mb of files)

That mean I should apply the web host server provider which both have PHP 4.04 and MySQL 3.22?

Should I install any application (PHP/mySQL) on my home PC?

if your webhost have this 2 things you need nothing  more on your local pc!

and, there are not so many hosts that have a php version older then 4.0.4 installed!
