Users Locking Own Topics

I discovered today that a user who is not a moderator can lock threads they started... is there any way I can prevent this?

In 1.3, the admin can set whether this is possible or not I do believe.

That's correct 1.3 isnt out yet.  But if David could disable it in 1.1.0 then it should be in there :)
