Is anyone working on a MOD to give specific user groups special powers?

I was under the asumption that mods were able to modify the posts the posts in their board (to include sticky topics) but Im finding that isn't the case.  Im using 1.0.0.

Also is there, or is anyone working on, a MOD that will allow announcement style posts (where only mods/Admin can post to the board)?
