How can I allow guests to view my forums but not create or respond to threads without registering?

Go into your admin area. Click "Forum preferences and settings", uncheck the box near the top that says "Disallow guests from doing anything but login or register?" and then further down the page uncheck the "Enable Guest Posting?" box.
