Did you run upgrade.php?  Are you logged in as an administrator?

Do you have phpMyAdmin?

yes im the administrator but i dont know why it suddenly appear to have an error...

When exactly are you getting this error?

I have never seen it before, but could you tell us exactly when it happend?

This error occurs if and only if you are not an administrator and there is a database error.

It could have been caused by an improper mod installation or not running upgrade.php on upgrade.
