Multiple messages sending

Problem Description:
I recently enabled the "Report to moderator" option and sent a test report.  All of the moderators received multiple copies.

Also when I bulk e-mail multiple copies send.
Can anyone tell me how to correct this please.

I had sendmail selected but tried smtp today.  I get this message "Could not connect to smtp host : 22 : Invalid argument"

I rang my isp and they said I can't use it with the outlook express acct I have with them.

What do I have to do to enable smtp so I can bulk e-mail?
