install.php error on line 348

Problem Description:
I am trying to run install.php on a Windows 2003 Server and I get the following error after I submit the first page even though it says "Executing package #2... successful"

PHP Warning: fputs(): supplied argument is not a valid stream resource in C:\Inetpub\yabbse\install.php on line 348

If I proceed 2 more pages to the Admin account setup screen, I get errors including the following...

I have the root password set correctly, and I have tried this with and without creating the yabsse database before running install.  The root user has global rights in MySql.
