Non Administrators can give access to private categories

I'm looking for a mod that would allow a moderator of a forum in a private category to give any user the ability to access that category.

Is this possible, would it be hard?  I have some PHP coding experience so if someone wants to point me in the right direction I *could* try this one myself if no-one is up to actually coding this...

On 1.6.0 there will be a complete new member system with access menu's etc. But Unknown can say it.. because i'm not sure that i tell it true

I resolve this to create a new user group, open section on the new group and i assigned at the local moderator this group.
