Does he have your site in his allowed list? You can add it from the Security tab, click Edit... and a window should pop up. From there type in your site and hit allow.

Yes, he's got the web site set under allowed.

Andrea, my web server is using phpMyAdmin 2.4.0, they do not support phpnuke.

does he have any cookie blocking software that  may be causing it, zone alarm pro has a cookie blocking "feature" if he has that or something similar that could be causing the problems

He's not aware of any cookie blocking software. He's gonna try updating his IE, if that don't work, he'll try using netscape 7.2

Well, he downloaded Netscape and that solved the problem.
