How about a Banned Member Group, instead of filling in the member name in the Banned Usernames box.

and when a user is in the banned member group they get an error when attempting to login. but can login as a user with moderator access or higher if they want, incase they use a shared computer..
cos i was testing the ban system, and ended up not being able to login as myslef after logging in as a banned user, even tho i am an admin.

Do you have the enhanced ban mod installed, there was recently talk that it has a bug like you described.
