Is it possible as an administrator to put announcement messages on a board, that won't be deleted when the 30 day delete option is used in the admin section?

So what exactly does set topic sticky do then

It keeps the topic at the top of the forum instead of letting it slide down the way as newer posts come in to other topics.

Note the different icon in the topic index:
