encoding always change back to Iso from UTF-8

I changed the charset from ISO to UTF-8 in the template, of course, this is for those double byte characters.
When the page is loaded, however, the encoding in the Internet Explorer is still on ISO, even it says the charset is UTF-8 in the page source view.
With or without the auto-select option on in the encoding option, the page still cannot be displayed at UTF-8 but ISO. Once you click and go to the other page, the same thing happened again. You have to select the UTF-8 encoding manually.
Is there anything in the template or other than the template I have to do something on it to solve this problem? Please help.

Problem solved.
Apart from changing the charset from ISO to UTF-8 in the template.php, I also resave the language file, i.e. english.lng, by choosing uft-8 in note pad.
Now even I am using the english face plate, but I still can put in whatever language I wish.
