Username filter when mass banning ips?

Ok, so I needed a mod to filter a specified username if and admin bans mass ips.. for example I banned all ip ranges from 213.*.*.* and my friend happened to be in that range of ip starting 213, how can i filter his name so that he is excluded on the banned users...

any ideas on how to do this? I'm really being harrased by spammers/flooders and hackers. They keep changing their ip although they have the same first two ips.... so i can mass ban all starting from the first two, e.g. xxx.xxx.*.* but my friend is also included on that.. i just wanted a mod to filter a username

This doesn't address your exact question, but I think that it is very unwise to go and do IP banning on that scale. In effect you've banned about 16 million IP addresses from visiting your site (All of which are assigned in Europe). This is the root of your problem, and you should be trying to narrow down your IP bans, before trying to get mods to overcome the problems you've made for yourself.

hmm.. this is a good idea. if the person is in the exclusion list they really wouldn't have to be checked to see if they are banned by IP. I would make a table or a row in settings. Then check to see if that person was in there first. Then if they aren't, go ahead with the query for banning.

This would be a huge security risk because people can fake an IP address.
