How about a mod that lets members make a layout for their posts in their control panel that will automatically be added to each post they make.

Partially, but not completely. My idea would include HTML. The first half the layout goes in as the header, the the post is added, then you close your tags and add a sig in the footer. I've seen it done on another type of board and it generates some nice post layouts and makes it pleasant place to visit.

In the user cp there's a field for the header and a field for the footer right below it.

sounds like a good idea! I know some of my users would love this mod, for example one of my users always uses the blue font colour.

Surely this can't be too hard to write. I would except I know nothing when it comes to writing php. Don't you just have to make two fields in the user cp then include them around the message?
