[Tested Beta 1.5] Set Templates Mod [Unofficial]

This is a rewrite of the set templates originally by Dude (Dan).
Tested on a clean install as well as upgrade YaBBSE 1.5 with several other mods such as Whos Online, Im Status, Global Mod Center etc. etc.

Changes:
Upgraded the mod's codes to work with 1.5 and brought up to standards.
