Disable IMs?

Would it be possible to make a mod that disable instant messages for people who don't want to receive them?

I've got the same problem as the person who mentioned that they wanted to disable IMs for one person only, on this post below:

But I was thinking that totally disabling all instant messages would be easier than just enabling IMs to be sent out by admins.
