Asked for change Mod Karma and Mod Post

I ask you excuse but me I would already need a change to a mod' integrated in the board  
 
The mod of the "stings good behavior" (karma), you/he/she should be modifiable Only from the Admins and Global Moderator.  
 
Then the creation would use besides me a new mod of the "stings post", that should work this way:  
 
- the consumer earns 5 points for every new post effected Only in the sections you/he/she decided from the admin  
       
- the consumer loses 3 or 5 points for every reply done Only in the sections you/he/she decided from the admin  
 
- the consumer earns 2 points for every new post effected in any other section  
 
- the consumer earns 1 point for every reply effected in any other section  
       
- if then it were possible, it would be optimal to do yes that the consumer realizzatore of the post in the sections it decided from the admin earns 3 points for every reply served as the other consumers to its post  
 
- besides it would need to do so that the consumer that fà 5 reply to the same post doesn't take 5 "stings post", but only one
