How do you post the messages with the thumbtack icon that stay at the top of the board?

do you mean sticky topics?

if you do, first enable sticky topics in the "Installed mods settings" page then create your topic like normal. then just click the sticky button (at the bottom with remove thread, move thread, lock/unlock thread buttons)
