Moderators, Global Moderators, and Admins

ok, i only have the options of Global Moderators, and Administrator. Not Moderator, i have 1.5.1, any ideas on how to fix this?

This question has been asked so many times it's not true, but the answer never changes:

1. It doesn't need fixing!
2. Moderators are not a true member group like Administrators and Global Moderators, but appointed on a board-by-board basis through Edit Boards.

i only want them to edit certain boards, not everything! thats the point of a moderator isnt it? thats what i need
