Mod needed for thread starter to del own thread

I need the thread starter to be able to del their own thread. And this function to be in the admin panel that can be toggle between on/off.

Assume first post in the thread always belong to owner. Del first post in the thread means del thread. But del own post in the thread other than the first post will NOT del the thread.

Anyone can help. Actually need it for v1.3
