Could someone give me examples of what the "Attachments Upload Path" and the Attachments URL" textbox should be  in the Installed Mods section to uploading attachments?

your attachments path something like "/usr44/home/hwdesign/public_html/yabbse/attachments"
your attachment url something like
"http://www.mysite.com/yabbse/attachments"

Didn't help.

Do I need the '/' on the end of either string?

no you haven“t to put an / at the end!
have you your attachments directory chmod to 777 ?
you can for the attachments path also use a recursive path like "../yabbse/attachments"

Your path needs to be a full path, yours looks like it should be:

/usr44/home/hwdesign/public_html/yabbse/Attachments

The URL is obviously the URl that you'd call to that folder.
