Do you have a plan of fixing these issues?

You only need change "charset=utf-8" in your template.html ..

Or here : http://www.vnequation.de/forum/index.php

( but I have a problem with "empty delimiter", that mind, you can't register in my forum now . :-\ )

Isnt the problem that YaBB changes & into & amp (without a space between)? It shouldnt change it if there is # right after it.

And the problem doesnt come out only with Asian languages:

hic, It's so easy ! ;D
If you want to use Vietnamese language in your Forum, you only want to down load " Unicode font" of Tran Anh Tuan at
http://avys.de
and edit ( simple too ) files : Post.php, ModifyBoard.php , ModifyCats.php, Search.php, Profile.php,installmessages.php .

 ;)
