On my board index i want to remove the line saying what topic was last edited. I notice it has been removed on this board.

Look in Forum Preferences and Settings

look for...
Show Modification Date on Modified Posts? and uncheck it.

On the board index it has a "latest post by USER" in the Last post column and he want's to get rid of it

Oh duh, just look for that in the english.lng file and delete/change anything between the quotes
