border wont go to 1 pixel wide!!!

i changed my title for my forums to be like my regular website, but everytime that i try to use border-bottom-width=1 or any number it doesnt change the border width, its always about 3 or 4 pixels wide.  its really annoying and i dunno wtf is going on.  why is the border set to a certain width, and how do i fix it?  thanks a bunch for ur help.
