Well, PHP DOES have built-in FTP functions (there's always the open-source Net2FTP software), and I'm sure it could be done, but not easily. Here's what you'd have to do:

Create some extra options in the forum preferences and settings for the address, port, username and password of the FTP server where you wanted to put the stuff. Next, you'd have to change the way the board read the attachments directory so you could point it to a folder on the FTP server. Finally, you'd have to edit post.php so it would connect to the FTP server and try to upload the attachment to that server when someone uploaded it. In other words, if you really wanted to do it this way, it IS possible, just not easy.

Problem I see is that this would most likely be wanted by people on free hosts with small space available and id imagine most free hosts have crippled their php sufficiently to stop ftp working :(
