I think that a good mod would be to allow Moderators, Global Moderators and Admins to post in locked topics. that way they can lock the topic, then reply stateing why it was locked.

its a feature of VBulletin, which i think could be handy in YaBB

not only that, but it would allow them to have board specific announcements.
