the idea is simple .. add a field labeled "warnning Book"
in this ,only Admins and Mods can add comments .. and the profle owner also can view it only ...
this is needed in the big forums because usualy admins don't ban users from the first time .. so they add comments to know hich action to take next time of the user abuseness to the forum ...

do you know what they do and why they existed ?!

or set up a restricted admin board and make a blacklist topic to put the "naugthy ppl" there
