Is there a way to disable users from hiding their email from the public?

I already did that, no mention of disabling that function of the board.  Version 1.5.0

Admin -> Forum Preferences and Settings -> Allow users to hide their email from public (except admin)?

(About the middle, just below 'Default Time Format'. The section it's in starts with 'Use text menu instead of images?')
