Attachment problem

I am trying to get attachments to work, sorry if this is in the wrong place. I am getting this error

2: Unable to create '/home/anewbe4u/public_html/concept.jpg': Permission denied
(/home/anewbe4u/public_html/yabbse/Sources/Post.php ln 698)

Concept.jpg is what I'm trying to attach, any idea what it means? Any help would be greatly aprieciated, thanx
