Under Notification:

There is a check box that reads "Receive email notification when new Announcements"

What does this mean?

It means whenever a new announcement is made, it sends emails to your users telling them about the annoucement posted.

How can the users sign off the list if they do not want to recieve mails on every new announcement?

Uncheck the checkbox - it can be found in the notificatiosn page.
