Hi,
  i want to have the upper menu with text and images, but in admin I can only set either images or text. What should I do to make the menu look like  



the same for posts

Change them to graphics, and include text in the graphic.

How and where can I include text in the graphic? I must create new images with texts?

If you want the to look like they are in your examples - yes

or there should images running around the YaBB cgi site with the text.

PHP can also be CGI.  Perl is what the original YaBB runs on - not some funky "CGI" language.
