Good call.  I get so many of guests reporting things like "dumb idea" or "idiot".. not to my posts of course.

Disable it in installed mods setting and options,

though is a user knows the url to it they can still find it but it will filter out 99.9999999999% of users of it

in display.php look for

if ($modSettings['enableReportToMod'] == '1')

and change to

if ($modSettings['enableReportToMod'] == '1' && $username != "guest")

that should do it.
