The truth is, IP Banning is practically useless in about 90% of all cases in which it might be used. The people who get banned usually are the same people that intentionally cause problems, and these people have usually mastered the art of foiling the banning feature.

You could say that IP Banning/Logging is similar in principle to the modern principle of Nuclear Weaponry: Its not using it that makes it useful; its having it. People who become unruly, but not for the sake of intentionally causing other people hassle, and who still actually want to take part in the community, may often be tamed by the mere threat of having their IP banned and having to go to great lengths to get back into the community.

Anyway, someday I'd like to investigate the possibility of developing a more intelligent banning system... for example, one that compares multiple tidbits of info about each new registration with previously banned memberships -- time-since-banned, IP, username similarity, e-mail similarity, homepage similarity, and so on. Using a combination of information, the system could simply require manual authorization for all new registrations bearing a 75% or better match to a previously banned registration. Heh, now THERE'S a cool mod for ya.
