No, SE does not allow HTML codes. YaBB codes are just html codes with square brackets though...

As it is now, no. Allowing HTML can be a big security risk (at least if nothing is done to check it), so it is understandable that a script wouldn't want to allow it...

But there have been a lot of talk about it on the Mod Ideas board, so it's not at all impossible that someone makes a mod to allow HTML sometime...

The Only way that HTML wont be harmful to your site is to disallow certain codes (doveloped by Php Nuke) Such as <table>,<tr> and so on. You also would need to disable Javascript tags. Or just allow certain tags like <br>. However allowing HTML is not a good sign for your board.
