Can I do a Forum that only admins or others memeber can post and the other users can view and not post??

Yes, make a category which is an announcement board and then add a board into this category. Then only admins can post topics there and members can post there. If you don't want anyone to be able to reply to the topics just lock them after posting.

I think global moderators can post there besides admins. Board specific moderators can't I think :)

Hmm, I tried on my own board and I can't post to the announcement board even though I am a moderator of that particular board and neither can another moderator of that board. What gives?

I may be wrong but I thought I remembered it working like that.  I don't have a board to try it on right now.

Well I also expected it to work like that but it didn't. Maybe it could be a feature to be added for the announcement board to the next version if its not in it already :)
