Silly newbie Q about Mods settings & options

I really look forward to the help manual... it would stop noobie's like me posting silly questions like this.

What do the following Mod settings & options mean and how should they be used?

1. Topic Summary Posts

2. Enable Post Reporting

Also, is there a way to customise the welcome message text that goes out to people when they register (and other auto-sent messages like notifications)?

1) This is when you click reply on a topic and in the post screen, the topic summary is below the message textbox.  You can select how many topics of the summary you want there.

2) Post reporting alows users to report inappropriate messages to the moderators/admins.

Can customize all messages using english.lng
