Encoding switching from Eastern to Western European ???

I have a Polish board using Eastern European (ISO) encoding and everything's fine until I go to another site within the board e.g. admin or when I open a message. Then the encoding automatically switches back to Western European ISO and I have to change to Eastern European manually.

How can I set Eastern European encoding as a deafult one?
