Someone, tell me how to change fading news bg color in 1.3

Can someone tell me where I can change my fading news BG colors?

It changed to white color when updated to v1.3, and I don't want it to be white. I hade version 1.0 before update and there I could change the color, but now i'm totally confused where to change this color?
