Nobody can post b/c of Subject Line

"The Subject field was not filled out. It is required." is the context of the error message.

All of my members, which are global moderators as well as myself (admin) can't post and get this same error message.  I saw on an earlier post a mention of a quote or  apostrophe issue.  If you think this would fix it could you reply with a link to it?
