Register.php Mod

I would give my right arm for a mod that allowed the Register.php form to be submitted to the Administrator for review before acceptence. I know that YaBB Gold has something along those lines, I've seen it on

there are many people that would like this mod.  Also, you can have more settings than just that.  You can make it so that a user can signup but their registrations gets sent to a query where only admin/moderators can accept them.  You can not allow ANY new registrations.  You can allow only registrations with a password or something specific like a registration code.

There are a lot of things that can happen with register.php.  I dont believe that anyone is currently working on these.  Most modders have stopped because they are waiting for 1.3 to come out.
