Permission denied

I got to step 3 on a Safe Mode install and I get the error below.  I am on a Windows server so I can't set the permissions.  My settings I inputed for step 2 (MySQL input) are correct.

What's problem do I have and how can I fix it?

You can and should set permissions on a windows server.

Try and find the chmod option in your ftp program. Sometimes it's located under the properties of the file or directory itself.

I try to CHMOD but my ftp programs responds "501 SITE option not supported."  I'll talk to my host to see what's up.
