I want to create a YaBB SE board. I want to make a special group of moderators.... I want them to be able to do everything a regular moderator can do.... but is it possible to allow them to creat forums? but not creat categories?

You'd need to modify code in order to allow that.  Currently only Administrators can do those functions.
