Board slow?

This is probably caused by a problem with my mysql or PHP installation, but I didn't know which board to post it on.

I have a pentium III computer which I also wanted to fit with a webserver/php/database to run yabbse for developing. I've installed Microsoft PWS, and PHP 4, that executes all taks pretty quick. Now when I install the new MySQL 4.0, and install yabb, the pages take about 15 seconds to load. And that is a fresh install....with only 1 board and 1 post.
It first does absolutely nothing, then, after 15 seconds or so, it seems to stop waiting, and then the page flashes to the screen within a fraction of a second.
Also logging in with the mysql.exe program takes a long time, but once connected it's lightning fast.

Does anybody know how it can be solved? Anybody encountered such behaviour with his/her mysql install? (It is not a problem with yabbse only)
