I Cant Set Anyone Up As An Admin?

I RUN A BOARD @ WWW.CRUIZINCARS.CO.UK HOWEVER WHEN I EDIT SOMEONES PROFILE TO SET THEM TO ADMINISTATOR AND I SCROLL TO THE BOTTOM ONCE I HAVE PRESSED EDIT, THEN THERE IS NO DROP DOWN BOX FOR ME TO CHANGE THERE STATUS?????

PLEASE HELP !!!! ITS DRIVING ME INSANE

It should be the next to last item on the page, and called "Position:". Do you not see that one?
